Replying to your letter No. 5760/1910 of

the 16th. instant, I have the honour to state as follows:-

Harbour Master's minute of 3rd. November,

1.

1910, I cannot remember whether any order, ža verbal or

written, not to sign bills before the money was paid until after the shroff had absconded. If I can remember such order, I

#hould have certainly carried it out immediately. I had nothing

to do with the collection of fees in any way.

C.5.0. Circular of £ 14th. December, 1909,

I respectfully submit does not concern me.

Treasury circular of 18th. December, 1909,

It had been the practice for many years and before I joișed

the office to send out bills duly signed and as I did not

receive any instruction to the contrary I continued to do it. I

received a written order not to sign bills before-hand a few

days after the shroff had absconded. The other paragraphs of

same ŽETIEx circular do not concern me.
